In February 2026, the domestic group standard titled “Limits on Environmentally Friendly Plasticizers for PVC Waterproofing Membranes Used in Construction” officially came into effect. The standard strictly limits the total content of phthalate plasticizers to no more than 0.1%, significantly raising the environmental compliance threshold for construction-grade PVC materials. The new regulations prioritize eco-friendly plasticizers—such as adipate polyesters and citrates—as mainstream alternatives and introduce new durability testing requirements (covering thermal aging and tensile properties) to eliminate issues like membrane aging, cracking, and performance degradation caused by low-quality plasticizers. As the green transformation of infrastructure and waterproofing projects accelerates, the use of traditional, highly polluting phthalate plasticizers in construction PVC is steadily declining; meanwhile, high-performance, aging-resistant, and low-migration eco-friendly plasticizers have become the industry standard for procurement, compelling upstream and downstream enterprises to expedite the upgrading of their product portfolios.
